Boards, Commissions, Authorities, and Committees - what's the difference?
Boards or commissions are established to carry out a specific function that a city is permitted to do. These boards typically have statutory rules established by state or local ordinance they must follow and may act independently of the City Council once they are appointed. These boards may have separate budgets and staff and can make policy decisions.
Authorities are typically committees established between governmental units to carry out specific functions unique to the situation. The ordinance establishing them gives them specific authority to carry out that function.
Committees are established by local ordinance to carry out a function specific to the city and may or may not be an ongoing effort. Committees are not mandated by federal or state law, and most are advisory in nature. Some committees have budgetary authority, but it is limited in scope, must further the mission and the goals of City Council, and operate under the policies and procedures of the City. Some are appointed directly by the Mayor; others are appointed by the City Council. City staff may serve on committees as support staff or experts in the field.

City Council sub-committees were established to streamline the work of the City. Committee meetings are held on the 1st Tuesday of each month, unless canceled due to a lack of business. Committee meetings begin at 8:30 a.m. and meet back-to-back until all of the committees that have been called have met. Meetings are currently being held at Ball Park Community Center, 7003 Ball Park Road. Agendas are available at City Hall and are posted to the city website by 5:00 p.m. the Friday prior to the meeting date.

In 1991, a group of individuals began working together to establish an atmosphere of cooperation between downtown merchants, property owners, city officials and area residents. This has led to an environment suitable for the economic and historical revitalization of the Thomasville Downtown area. This group is now called People Achieving Community Enhancement or PACE.
PACE is not a City committee; however, the efforts of PACE have had a significant benefit on the community through enhancements to the downtown area, including decorative street lights, development of PACE Park and the Farmers Market pavilion, along with the redevelopment of downtown properties.
