POSITION TITLE:     PLANNING & INSPECTIONS - OFFICE SUPPORT IV

SALARY:                   GRADE 24    $38,626.82 - $65,665.63

DESCRIPTION OF DUTIES:

Performs difficult skilled clerical and/or paraprofessional work requiring the skills of an office manager.  An employee in this class serves as departmental office assistant for a large department, providing and coordinating clerical support for a variety of departmental operations.  Work is performed under the general supervision of the Planning and Zoning Administrator.  Requires considerable initiative, independent judgment and discretion.  An employee in this class generally has a work assignment in a large department with a considerable work load and extensive public contact.

RESPONSIBILITIES:

Researches specialized and technical issues to complete special projects and special assignments.  Interprets departmental policy to answer difficult questions about departmental operations not requiring technical knowledge.  Collects and interprets data for records and producing reports.  Performs a variety of accounting and bookkeeping functions; including purchase orders and processing reimbursements for travel.  Takes and transcribes dictation of correspondence, memoranda, proposals, specifications, contracts, reports and other materials.  Opens mail and routes to appropriate personnel.  Dispatches information and requests for service by telephone or radio.  Designs, develops and coordinates printing of department booklets, brochures and forms.  Prepares and maintains personnel and payroll data for department; maintains contract files and purchasing records and monitors expenditures.  Processes accounts payable for the department.  Answers telephone, receives citizen and employee inquiries and provides department information or refers to appropriate person; interprets policies, rules and regulations in response to inquiries.  Operates standard office equipment, including use of word processing, computer terminal, copies and postage machine.  Any additional duties or responsibilities as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of standard office practices and procedures, equipment and administrative assistant techniques; thorough knowledge of business English, spelling and math; general knowledge of computers and word-processing equipment; ability to type, take and transcribe dictation accurately and at a reasonable rate of speed; ability to make mathematical calculations; ability to meet the public effectively; ability to maintain and establish effective working relationships with others; ability to follow oral and written instructions; ability to acquire knowledge of the policies, procedures and services of the department to which assigned; ability to keep moderately complex records and prepare reports from such records; ability to acquire knowledge of technical detail in relation to departmental policy interpretation; ability to provide clerical support for a variety of operations; ability to work independently on responsible and confidential assignments and secretarial tasks.

PHYSICAL REQUIREMENTS:

Work in this class is generally sedentary.  Work requires the ability to see, hear, talk and the physical ability to move about the office.  Work requires dexterity in the hands for typing and operation of standard office equipment.  Visual acuity is necessary to read handwritten and typewritten materials and to operate a computer terminal.

DESIRABLE TRAINING AND EXPERIENCE:

Any combination of education and experience equivalent to associates degree in business or related office management science and considerable experience in clerical and office management work. 

SPECIAL REQUIREMENTS:

This position requires a valid North Carolina Driver’s License.
